This is the kind of law that should be obviously unconstitutional under Casey‘s “undue burden” standard: forcing women to use a more dangerous and more expensive abortion method in exchange for no benefits whatsoever.  But as long as Casey means what Anthony Kennedy says it means (i.e. aside from outright bans on pre-viability abortions, nothing), the state can probably get away with it.
