I am currently an Associate Professor of Political Science and Environmental Studies at Reed College in Portland, Oregon. I received my BA from Carroll College in Helena, Montana and my PhD from the University of Washington. I previously taught in the Department of Political Science and Public Administration at James Madison University in Harrisonburg, Virginia.

I cut my teeth in Montana politics as a Field Organizer for the Montana Democratic Party in 1999-2000. I love nearly all things Montana and can confirm that it is the last best place. I own 180 t-shirts and desperately need more.

I study budget policy, environmental policy, and policy theory with most of my empirical work at the state and local level. I’ve been published in Policy Studies Journal, Governance, Journal of Public Administration Research and Theory, Law and Policy, Review of Policy Research, Public Administration Review, American Review of Public Administration, Journal of Public Policy, the American Journal of Political Science, Journal of Environmental Planning and Management, Journal of Comparative Policy Analysis, Policy & Politics, Environmental Science and Policy, and a few medical journals.

I care about issues related to public lands, climate change, taxation, health care policy, and pinball.
