Barack Obama has indeed been unduly timid when it comes to dealing with constitutional envelope-pushing by congressional Republicans, with the capitulation over the debt ceiling being the most recent example.   It is very encouraging, then, that he has given Richard Cordray a recess appointment, defying the use of “pro forma” sessions intended to nullify the recess appointment power that don’t actually involve the Senate ending its recess.   Good for him, and about time.
