Call me an authoritarian if you wish, but I’m not all that opposed to the idea. I’d certainly make the penalty minimal (but not inconsequential) and I’d formalize the non-participant option with a “none” category for those who wished to go that route. The losses in personal liberty would really be trivial compared to dozens of other coercive things our government does all the time. As for the benefits, Matthew Yglesiasexplains a few of them pretty well.
