There may be a Nobel Prize in Economics lurking in the wings for somebody who can solve the conundrum presented by “If we offer employment for X compensation and people don’t sign up for the job, what can we do?”

I’m pretty sure the answer isn’t going to be “violate federal fair labor and standards employment laws by asking people to work for free.”

BTW Michigan State, whose endowment when I was an undergrad at its in-state Big 10 rival 40 years ago consisted of three cases of Vernors and a baseball autographed by Steve Garvey, saw that endowment grow from $3.4 billion to $4.8 billion between fiscal 2020 and this past June.
