Without the last 8 words, this would be fairly ordinary dishonesty — ignoring that several of the district court judges issuing rulings unfavorable to the Trump administration are conservative Republicans, inventing forum shopping, slandering perfectly well-crafted opinions, etc. But claiming that forum-shopping and judicial overreach were unknown under Biden! This is a lie where the sheer magnitude of the lie is the whole point. It’s an illustration that you’re willing to say anything, up to including asserting that Trump can constitutionally serve a third term and that some people born in California are not American citizens. It’s what you have to do to yourself when you’ve learned to love Donald Trump.
