Not entirely, but it looks like the Army presence there will be sharply reduced. Frankly, this is a bit overdue. There’s no real compelling need to keep even skeletal forces in Germany. Although the article sounds a warning about the impact of this decision on NATO cohesiveness, I really can’t see that it makes the situation any worse. I don’t believe that the troops are all that popular among the Germans, anyway. Some economic and symbolic effects, certainly, but support for the Iraq operation can be handled more efficiently elsewhere.

Don’t imagine that this will solve the manpower problems in Iraq; the forces in Germany were not considerable.
