Smoking Cows

What is the purpose behind these newsreels? Are they meant to be filler entertainment at the cinema? Or an early version of “Stupid Pet Tricks”?

“This is the 10th of a series of excerpts from 1935-1939 Chevrolet “Newsreels” narrating mostly Chevy cars related stories. Almost all these films were ending with shots regarding pets.”
