They probably didn’t even understand that “human rights” should be defined exclusively in the terms that will maximize the imperialist power of the United States. Let’s also completely ignore the fact that, in practice, the protection of even “negative” rights requires the substantial expenditure of state resources, making them no more “natural” by our logic by any other.
